  16. <p>Bush switches signals on the Haitian boat people
  17. </p>
  18. <p>    President Bush may have unwittingly coined himself a new
  19. campaign slogan: "Read my lips. No new Haitians." That was the
  20. message he sent last week as he changed policy on the boat
  21. people who have been fleeing the island nation in droves since
  22. President Jean-Bertrand Aristide was overthrown last September.
  23. From now on, the Coast Guard will force Haitian refugees it
  24. finds on the high seas to return home; if they want political
  25. asylum in the U.S., they can go apply at the embassy. This came
  26. less than a week after Bush declared that the boat people who
  27. had previously been rescued and taken to the U.S. naval base at
  28. Guantanamo Bay, Cuba, would be left to fend for themselves
  29. unless they were in imminent danger of sinking. The
  30. Administration also announced that the refugee camp at
  31. Guantanamo, where 11,000 Haitians remain, will be shut down.
  32. Those who aren't granted asylum in the U.S. will be sent back
  33. as well.

  35. <p>    The President has insisted all along that many of the
  36. Haitian refugees are fleeing economic conditions, not political
  37. oppression, yet he has labeled the military dictatorship in
  38. power there an "illegal regime," and has imposed an embargo on
  39. any ship that has docked in Haiti. Political violence is
  40. increasing in Port-au-Prince. The Administration, acknowledging
  41. that Haitians seen making proper requests for asylum at the
  42. embassy may be in danger, announced that it will send officials
  43. out into the countryside to take applications. A partial list
  44. of those condemning U.S. refugee policy: the Anti-Defamation
  45. League, the N.A.A.C.P. and the U.N. High Commissioner for Refu
  46. gees.
